Improve Native Window Resizing Cursor Behavior

In GNOME, the resize cursor should change as soon as the pointer reaches a window edge or corner, indicating that resizing is possible. Currently, it changes only after the user starts dragging, making the interaction unintuitive and forcing users to guess where the resize area is. Updating the cursor on hover would make window resizing more discoverable, predictable, and user-friendly.
