Folder Environment and Auth Tab Fixes

This release includes the following fixes:

• Always open a new window when switching to the currently-active workspace
• Prevent render failures from crashing the auth tab
• Fixes for folder environments during sync and import/export
• Allow clicking toast notifications when a dialog is open
• Add timeout back to “Plugin reloaded” notifications
